Russia's Central Bank has proposed allowing exchange-based trading of Bitcoin, Ethereum, and the stablecoin USDT, albeit with a strict annual limit of 300,000 rubles — approximately $3,650 — for ordinary citizens. This initiative emerged shortly after the president signed a new law on digital assets, appearing as a cautious step towards a market that has long operated in the shadows.

According to the regulator's plan, only cryptocurrencies meeting stringent criteria will be permitted for trading on organized platforms: these include sufficient capitalization, high trading volume, and a minimum five-year history of overseas quotations. This is precisely why the choice fell on BTC, ETH, and USDT — assets with proven liquidity and a stable reputation. All other coins currently remain excluded.

A strict ceiling is being introduced for "unqualified" investors: a maximum of 300,000 rubles per year through a single intermediary. Qualified participants, having undergone verification, will be able to trade without limits. Both groups must pass a risk comprehension test before engaging in any transaction. This system echoes the old principle of "trust, but verify" — the state is willing to relinquish some control, but has no intention of fully ceding the reins.

The underlying motive is clear: to bring into the open significant capital volumes that Russians have long been moving through crypto, especially under sanctions and restrictions on traditional channels. Concurrently, the Central Bank aims to protect retail participants from volatility, which can erode savings faster than inflation. The $3,650 limit is not a prohibition, but rather an "experimental budget" that allows engagement without permitting full immersion.

For the average person, this means that cryptocurrency is no longer exclusively a "black market" instrument and is gradually entering the legal sphere. Access, however, remains restricted: it's impossible to invest a large sum without the status of a qualified investor. Psychologically, this approach reinforces the perception that money is not a free-flowing entity, but rather a resource that the state is prepared to ration, much like tap water during a dry season.

The proposal is currently undergoing public discussion until August 24, 2026. If adopted, Russia will become one of the first major economies where cryptocurrency officially appears on regulated exchanges, albeit under strict supervision. The main question underlying this reform is how far the state is willing to release financial freedom when dealing with money it cannot fully control.

Ultimately, Russians are being offered controlled access rather than freedom of choice — and how they utilize it will determine whether crypto becomes a genuine alternative or remains an expensive plaything for a select few.
