On the day the law on digital currencies came into force, a group of exchanges gathered for a founding congress to claim the status of the first self-regulatory organization. This is not just a formality—behind it lies the industry's attempt to establish a dialogue with the Bank of Russia before the regulator itself puts everyone in their place.

The new law defines exchanges as those who conduct two or more transactions per month totaling over 3,5 million rubles. Such participants are required to enter the Central Bank's registry, have equity capital of at least 15 million rubles, and by July 2027—membership in an SRO. The transition period provides time, but it is already clear: the gray P2P market is gradually being replaced by institutional players.

The Association of Organizations Engaged in Digital Currency Exchange (AOCE) has united more than a hundred participants and intends to become that very first SRO. In parallel, the Association of Russian Banks is preparing its own structure. The interests are obvious: banks gain gateways and control, while independent exchanges get a chance to remain in the legal field, but under supervision and with strict requirements for infrastructure and reporting.

For the average investor, the main innovation is the limit of 300 thousand rubles per year on the purchase of bitcoin, ether, and USDT through any intermediaries. Qualified investors trade without restrictions, while non-qualified ones find themselves in narrow confines. Money that previously flowed freely through Telegram bots and P2P now requires passage through regulated channels.

The situation is reminiscent of water in a river: when the state installs locks, the flow does not disappear, but changes its course and speed. Those who previously sought anonymity and speed now weigh the risks of blockages and the need to disclose data. Those ready for transparency gain access to banking services and protection, but lose flexibility.

In the end, the crypto exchange market in Russia is transitioning from spontaneous to organized. Investors should reconsider their usual schemes: check whether their volumes fall under the threshold, assess platforms' readiness for new requirements, and decide whether to stay in the gray zone or move to the white. Regulation does not cancel crypto, but it changes the rules of the game—and those who adapt earlier will retain more freedom in managing their funds.
