More than twenty-five education ministers will gather at UNESCO headquarters from 8 to 11 September 2026 to adopt a joint statement on preserving education as a common good in the age of artificial intelligence.
Digital Learning Week — the organization's annual flagship forum — this year focuses on three themes: what counts as fact in a world of synthetic knowledge, what frictions AI generates in education systems, and what new frontiers are opening, from data sovereignty to community-based approaches.
The statement will build on already published UNESCO documents: the guidance on generative AI of 2023 and the competency frameworks for teachers and learners of 2024. In a real school, this might look like this: a teacher uploads a lesson description to a platform, the algorithm suggests assignment options, but the final decision and assessment remain with the educator, and student data does not leave the national infrastructure.
For now, this is a political initiative backed by workshops in more than one hundred countries and the support of 58 states in developing curricula. There are no specific figures on long-term impact on academic performance or equality of access in open sources; research is limited to pilot data and surveys from UNESCO chairs. It is unknown how the declaration will work in countries with different levels of digitalization and different funding models.
Behind the external coherence lies tension between global norms and national sovereignty: who exactly determines what counts as 'ethical' use of AI, and who bears the costs of infrastructure if major platforms remain private.
The question is not whether the declaration will be adopted, but whose interests it ultimately protects — students, teachers, or technology providers.
