Dubai launches the world's first city loyalty club for tourists

In early November 2026, the Crown Prince of Dubai, Sheikh Hamdan bin Mohammed, announced the launch of the Dubai Access Club — the world's first city-based invitation-only loyalty club for repeat visitors. At the same time, tourist visas will begin to be processed directly on the Visit Dubai portal. These steps look like a logical continuation of a strategy in which the city moves from attracting new guests to building long-term relationships with people who have already been here.

The Dubai Access Club programme was developed jointly by the General Directorate of Residency and Foreigners Affairs (GDRFA), the Dubai Department of Economy and Tourism and Digital Dubai. Unlike the usual airline or hotel bonus systems, the club will be city-based, invitation-only and aimed specifically at those who already know the emirates. The specific membership terms, invitation criteria and list of privileges have not yet been disclosed, but the idea itself points to a shift in priorities: instead of a one-off sale of a tour — the formation of lasting loyalty.

In parallel, visa services are being integrated into Visit Dubai as part of the Shared Digital Channels initiative. From November 2026, the portal will offer the ability to apply for single-entry and multiple-entry tourist visas. Verification and issuance will remain with the GDRFA, while the portal itself will become a single entry point for planning a trip, booking and administrative procedures. This will spare travellers the need to switch between different government websites and intermediaries.

The backdrop to these innovations is the recovery of tourist flows after regional upheavals. In August 2026, Dubai received 869 thousand international overnight guests — the highest since February. Hotel occupancy rose to 66 percent. Over the eight months of the year, almost seven million foreigners visited the emirate. In such conditions, repeat visits become not merely a pleasant bonus but an important stabilising factor for the economy.

For global destinations, the question of "how to turn 'been once' into 'come regularly'" has long been acute. The Dubai experiment shows that the digital integration of services and personalised city programmes can become a tool for precisely such a transformation. For now the details remain under wraps, but the direction of travel is obvious: from mass attraction — to building lasting ties with every guest.
