The World Health Organization (WHO) presented on 29 July 2026 the first global framework for medicines regulators. The document, titled "Towards a greener pharmaceuticals' regulatory highway: a framework for regulators as enablers of decarbonization", helps accelerate the transition to more environmentally friendly pharmaceutical products.
The framework does not jeopardize the quality, safety, efficacy of medicines or equal access to them. It builds on the call to action that WHO issued in 2024 and takes into account the results of consultations with regulators, manufacturers and experts around the world.
Healthcare accounts for approximately 5 % of global greenhouse gas emissions. Pharmaceutical products make a notable contribution at every stage — from the extraction of raw materials and manufacturing to packaging, distribution and disposal.
The framework proposes actions in three interconnected areas. The first is raising awareness and building the capacity of regulators. The second is developing guidelines, tools and standards for measuring and comparing emissions. The third is stimulating innovation through digital services, early scientific advice and streamlined regulatory pathways.
"The question is no longer whether decarbonization of pharmaceuticals is possible. The real challenge is how to make it a reality quickly and fairly," noted Dr Rogério Gaspar, Director of the WHO Department of Regulation and Prequalification.
Particular attention is paid to equity. Sustainability measures must not increase the cost of medicines, disrupt supplies or exclude manufacturers and regulators from low- and middle-income countries.
"As regulators, we are not passive participants in the system, we are its architects," emphasized Dr Delese Mimi Darko, Director-General of the African Medicines Agency.
Implementation will take place through existing international and regional platforms, without creating new structures. WHO will continue working with national authorities, regulator networks and partners to turn the recommendations into practical steps.
