The European Union will provide Armenia with a grant of €143 million for the 2026–2028 period. The Armenian government approved the draft "Multisectoral Budget Support Agreement" with the European Commission during its session on March 26, 2026. This funding is provided exclusively in the form of non-repayable grants and is aimed at ensuring macroeconomic stability, economic diversification, and institutional reforms.
How the funds are distributed
The financial assistance package is clearly divided into two components:
- Direct budget support (€90 million). These funds will be transferred directly to the state budget in three annual tranches to maintain the country's financial stability.
- Technical assistance (€53 million). Funding is allocated to strengthen institutional capacity, provide expert support, and modernize government agencies.Key reform areasThe disbursement of funds is contingent upon the fulfillment of 34 target indicators in the following areas:Economy and exports. This involves diversifying foreign trade, supporting Armenian manufacturers, and facilitating their entry into new international markets.Financial management. Efforts include modernizing the public finance management system and strengthening internal controls and budget transparency.European integration and law. This area supports the official dialogue on visa liberalization with the EU, the strengthening of the rule of law, and judicial reform.Social sphere. Key priorities include reforming the labor market, developing vocational education, creating jobs, and promoting social inclusion.Additional funds from the EUBeyond the €143 million, Armenia has already received approximately €450 million from the European Union through business financing and infrastructure project programs.
