2026年5月15日，美國中央情報局局長約翰·雷特克里夫抵達哈瓦那，與古巴內政部高級官員舉行會談。此次會晤正值古巴深陷嚴峻的能源危機，主因在於美國實施嚴厲的燃料封鎖，以及委內瑞拉石油供應的中斷。
由於燃料全面匱乏，哈瓦那全市陷入每日長達22小時的大規模斷電。這位美國情報首長向古巴當局轉達了總統唐納·川普的訊息。美方表示願意就經濟與安全議題重啟談判，但提出了一個強硬的先決條件：古巴島內必須進行「根本性的變革」。
針對當地發電廠的維修需求，美方在對話中並未提供任何技術援助建議。古巴官員則在會談中提交證據，證明該國並未對美國國家安全構成威脅，並要求美方將古巴從「支持恐怖主義國家」名單中除名。
同時，哈瓦那方面強調，由於美國及以色列與伊朗爆發戰爭導致全球油價飆升，使得古巴在尋求替代燃料供應以克服危機的努力上，面臨極其沉重的壓力。
