Russia Vetoes UN Resolution on Sudan Conflict

On November 18, 2024, Russia vetoed a United Nations Security Council resolution that called for an immediate cessation of hostilities and the protection of civilians in Sudan. The resolution, co-sponsored by the United Kingdom and Sierra Leone, received 14 votes in favor and one against.

The veto came as the UK’s Foreign Minister, David Lammy, condemned Russia's actions, stating, "One country prevented the Council from speaking with one voice... This Russian veto is a disgrace, showing the world its true colors." The UK also announced a new aid package worth £113 million (approximately €135.2 million).

In response to the humanitarian crisis, U.S. Special Envoy for Sudan, Tom Perriello, arrived in Port Sudan to discuss the situation with Sudan’s Sovereign Council President, Abdel Fattah al-Burhane. Perriello aims to negotiate the implementation of the Jeddah Agreement, signed in May 2023, which addresses crucial issues including the withdrawal of paramilitary forces from residential areas.

The ongoing conflict in Sudan, which began in April 2023, has resulted in tens of thousands of deaths and displaced over 11 million people, according to the UN. Recent violence has escalated, with both sides believing they can achieve victory on the battlefield. Approximately 26 million people in Sudan are facing severe food insecurity and threats of famine.

The resolution called on both sides to adhere to commitments made in 2023 to protect civilians and to allow unimpeded humanitarian access. However, Russia's veto was anticipated by many diplomats.

Sudan has accused the United Arab Emirates of supporting the Rapid Support Forces (RSF) with arms, a claim denied by both Abu Dhabi and the RSF. A UN investigative report published on October 29 identified the RSF as responsible for widespread sexual violence in areas under their control.

Amidst the ongoing violence, the RSF has accused Egypt of providing substantial support to the Sudanese army, a claim rejected by Cairo.
