In the latest Climate Change Performance Index (CCPI) 2025 report released at the annual United Nations Climate Conference COP-29 in Baku, India ranks 10th among over 60 countries making significant efforts to combat climate change. This marks a drop of two positions compared to last year.
The CCPI evaluates the performance of the European Union and 63 countries responsible for 90% of global emissions. Despite the decline, India is recognized as one of the better-performing nations. The report indicates that due to rising energy demands and a growing population, India's efforts to tackle climate change are expected to accelerate, although changes in climate policy appear limited.
India, the world's most populous country, has a per capita emission rate of 2.9 tons of CO2 equivalent, significantly lower than the global average of 6.6 tons. Official data reveals that India aims for net-zero emissions by 2070 and a renewable energy capacity of 500 gigawatts by 2030, showing considerable progress in solar energy projects and rooftop solar initiatives.
However, the report highlights concerns regarding India's reliance on coal, as it is among the top ten countries with the largest coal reserves and plans to increase coal production. The country is also advancing rapidly in the use of electric vehicles, particularly two-wheelers.
Argentina was noted as the worst performer, ranking 59th, and did not participate in COP-29. Denmark, the top performer, ranked fourth, followed by the Netherlands and the United Kingdom in fifth and sixth places, respectively. The United Kingdom showed the most improvement compared to last year.
China, the largest emitter, ranked 55th, while the second-largest emitter, the United States, was 57th. Countries with the highest oil production, including Russia (64th), the United Arab Emirates (65th), Saudi Arabia (66th), and Iran (67th), ranked lowest in the report.
