Notably, the guidelines specify that the exemption does not cover programs related to abortion, family planning, or gender ideology.

Prior to the suspension, USAID was actively involved in numerous projects across the Western Balkans, supporting initiatives aimed at strengthening democratic institutions, economic development, and civil society. The agency's financial contributions since the 1990s are estimated to be in the billions of dollars, significantly impacting the region's development.

Analysts warn that the suspension could have dire consequences, particularly for countries like Bosnia and Herzegovina and Serbia, where many civil society organizations rely on USAID funding. The loss of support may hinder crucial reforms and weaken U.S. influence in the region amidst ongoing global shifts.

Davor Gjenero, a political analyst, emphasized the critical role of civil society in building democratic institutions. He noted that without adequate funding, many organizations may face closure, further complicating the political landscape in Serbia and Bosnia and Herzegovina.
