EU Enhances Code Against Online Hate Speech

The European Commission has made a significant move in the fight against online hate speech by introducing a revised "Code of Conduct on Countering Illegal Hate Speech Online Plus." This voluntary agreement aims to improve content moderation practices across major digital platforms, building on a framework established in 2016 and aligning with the newly implemented Digital Services Act (DSA).

Prominent platforms such as Meta's Facebook and Instagram, TikTok, Twitch, X (formerly Twitter), YouTube, and others have committed to this enhanced Code. Key enhancements include increased transparency requirements, independent third-party monitoring, and a mandate for platforms to review at least two-thirds of hate speech notices within 24 hours.

The Code is designed to foster accountability and ensure consistent application of content moderation policies, addressing the urgent need to mitigate the damaging effects of online hate speech on societal cohesion and democratic values. By aligning with the Code, platforms can demonstrate their compliance with the DSA's rigorous content moderation obligations, contributing to a safer online environment.

While participation in the Code is voluntary, its success relies on ongoing dialogue between the Commission and digital platforms to maintain momentum and effectiveness. The revised Code represents a crucial step in ensuring that platforms are equipped to tackle the pervasive issue of hate speech online.
