EU Leaders Discuss Defence Cooperation Amid Growing Security Concerns

On February 3, 2025, European Union leaders convened in Brussels to address pressing security concerns, including the military threat posed by Russia and the potential for a transatlantic trade war.

During an informal meeting at Egmont Palace, leaders expressed a consensus on the need for enhanced cooperation in defence policy. While a majority advocate for a more significant EU role in defence, there are differing opinions on the approach.

Poland's Prime Minister Donald Tusk emphasized the importance of avoiding a trade war with the United States, which could exacerbate existing tensions.

Discussions included proposals for increased defence spending, with some countries advocating for common borrowing similar to the EU's response during the Covid-19 pandemic. However, more frugal nations, including Germany and the Netherlands, oppose this idea.

Member states bordering Russia, such as Poland and the Baltic States, are pushing for higher defence expenditures, while others seek relaxation of EU budget rules to allow for increased military spending without impacting fiscal deficits.

Leaders also considered lifting restrictions on the European Investment Bank's ability to finance military projects. Although no definitive conclusions were reached, there is a growing recognition of the necessity for collaborative defence initiatives.
