In 11 September 2026, a group that would have been difficult to imagine together not long ago gathered at the Office of the Director of National Intelligence. The reason was the White House's deep interest in Unidentified Anomalous Phenomena.

On this day, Professor Avi Loeb, chairman of the Scientific Advisory Council on UAP for the White House, ODNI, the Department of Defense, the FBI, and the intelligence community, gave a short presentation. He stated directly: President Trump's directive to understand the nature of these phenomena could resonate for millions of years if it opens a new perspective on our cosmic environment. Loeb noted that he felt more confident among government officials than among many academic specialists on comets. Here, the discussion was not about theoretical disputes, but about data collected by the government over the past hundred years.

The key event that made this meeting possible was the historic waiver of legal consequences for those willing to speak about UAP. Principal Deputy Director of National Intelligence Aaron Lucas issued a memorandum on 31 July 2026.And on 14 September, the Department of Defense (Department of War) formalized a targeted legal waiver.It allows current and former employees, civilians, and contractors who have had access to UAP information to transmit it to the Presidential Unidentified Anomalous Phenomena Reporting and Information Sharing Initiative—PURSUE—without threat of civil or administrative sanctions under old non-disclosure agreements and special access programs. What has been sealed for years now has an official secure channel.

On 17 September, Aaron Lucas publicly thanked Avi Loeb and the Scientific Advisory Council on UAP, as well as representatives from the Disclosure Foundation and To The Stars. They participated in the meeting as advisors to the UAP Governance Council of the intelligence community. Their contribution to the 'historic disclosure effort' initiated by the president was noted as important. The parties announced their intention to continue cooperation on the goals of PURSUE. Loeb confirmed that he had held two meetings with Lucas in the previous two weeks.

In his video address, released around the same time, Loeb formulated the main question that can now be directly investigated. It concerns the statements of whistleblowers, particularly David Grusch, made under oath: do intact alien craft, collected over the past century, as well as materials for reverse-engineering, exist in the government's possession? If so, the Scientific Advisory Council would like a tour of such a facility, help understand its operating principles, and apply these technologies for the benefit of humanity. There is another possibility—that the term 'alien technology' was used broadly to refer to products from classified programs of rival states. The distinction between these realities can only be established through direct acquaintance with the evidence.

The council is ready to work with them and independently evaluate the data. Loeb emphasized: if physical evidence already exists, the issue can be clarified relatively quickly. Otherwise, reliance will be placed on new observations. Plans include installing sensors at sites of known incidents, as well as using a relatively large telescope capable of resolving objects like 'orbs' and obtaining their spectra to determine their composition.

This is not an abstract declaration. Years of testimonies, whistleblower statements, and classified programs have finally reached a level where science gains direct access to government structures. What began as a terrestrial national security issue may lead to the stars. Instead of waiting for the academic community to catch up with reality, the council intends to work around the clock to collect and analyze new data. Hidden connections that previously remained behind the scenes are now officially designated. Data accumulated over a century has a chance to be studied without the threat of prosecution. Science, which has long been on the periphery, is entering the center of the disclosure process. And this process is already underway.
