Paraná's Environmental Initiatives: A Model for Ukraine's Ecological Recovery

Paraná, a state in southern Brazil, has implemented several environmental initiatives that may offer valuable insights for Ukraine's ecological recovery efforts. These measures encompass stricter air quality monitoring, the adoption of biodiversity credits, and substantial investments in environmental programs.

Stricter Air Quality Monitoring

In January 2025, Paraná's State Secretariat for Sustainable Development (Sedest) aligned the state's air quality standards with those of the National Environmental Council (CONAMA). This alignment involved reducing the maximum permitted concentrations of pollutants such as inhalable particles, sulfur dioxide, and nitrogen dioxide. The updated standards aim to guide air quality monitoring and the issuance of environmental licenses, reflecting a commitment to public health and environmental protection.

Adoption of Biodiversity Credits

In July 2024, Paraná became the first subnational government globally to implement a biodiversity credit policy. This initiative seeks to offset environmental pressures caused by industrial activities by investing in conservation projects. Initially, 25 Private Natural Heritage Reserves (RPPNs) in Paraná will benefit from this program, with plans to expand to municipal, state, and federal parks. The policy is expected to be fully operational by 2025.

Investments in Environmental Programs

In 2024, Paraná invested R$35 million in environmental and socio-environmental actions, marking an 18% increase from the previous year. Approximately R$20 million were directed towards projects benefiting coastal communities. Notable initiatives include the Degraded Areas Recovery Program (PRAD), which restored 400 m² of forest area in Antonina, and the Environmental Education Program (PEA), encompassing 11 socio-environmental projects that reached over 1,300 people through more than 230 activities.

These initiatives demonstrate Paraná's proactive approach to environmental conservation and sustainable development. Ukraine, facing its own environmental challenges, may find these strategies beneficial in formulating effective policies for ecological restoration and protection.
