U.S. EPA Announces $3 Billion Investment in Clean Ports Program to Reduce Air Pollution and Promote Zero-Emission Technologies

On October 29, 2024, the U.S. Environmental Protection Agency (EPA) revealed the selection of 55 applicants across 27 states and territories to receive nearly $3 billion through the Clean Ports Program. This initiative aims to support zero-emission equipment and infrastructure projects at ports nationwide, funded by President Biden's Inflation Reduction Act.

The program is designed to tackle climate change and reduce diesel air pollution in port communities, which are significantly affected by emissions from freight equipment. The funding is expected to eliminate over 3 million metric tons of carbon pollution, equivalent to the energy use of approximately 391,220 homes for one year.

EPA Administrator Michael S. Regan emphasized the importance of ports in the U.S. economy, stating that the investment will create good-paying jobs while delivering cleaner technologies. The initiative aligns with the Biden administration's national goal for a zero-emission freight sector and promotes environmental justice by prioritizing disadvantaged communities.

Selected projects will involve the purchase of over 1,500 units of cargo handling equipment, 1,000 drayage trucks, 10 locomotives, and 20 vessels, along with necessary charging and fueling infrastructure. Initial estimates project significant reductions in harmful emissions over the first ten years of operation.

The Clean Ports Program also aims to enhance U.S. economic competitiveness through innovation in clean technologies, while ensuring that community engagement and equity considerations remain central to its implementation. The agency plans to finalize project plans with selectees in the coming months, with implementation expected to occur over the next three to four years.
