U.S. Declares Public Health Emergency in North Carolina Amid Hurricane Helene's Devastation

On September 30, 2024, U.S. health officials declared a public health emergency (PHE) in North Carolina due to the severe impacts of Hurricane Helene. The Department of Health and Human Services (HHS) announced the deployment of federal resources and personnel to assist in addressing the health repercussions of the hurricane, which has led to catastrophic flooding and landslides in the western part of the state.

President Joe Biden previously approved major disaster declarations for Florida and Georgia, unlocking federal funds for disaster assistance and enabling the Federal Emergency Management Agency (FEMA) to coordinate relief efforts. HHS Secretary Xavier Becerra emphasized the commitment to supporting North Carolina officials in managing the health impacts of the hurricane.

Communities, particularly Asheville, have experienced unprecedented rainfall, with reports of between 10 and 29 inches. This has severely affected water systems and transportation, complicating efforts to distribute food and water to those in need.

The PHE declaration allows for increased flexibility in meeting the needs of Medicare and Medicaid beneficiaries and enables the deployment of healthcare teams to support local health requests. Approximately 200 personnel, including Health Care Situational Assessment Teams, have been sent to evaluate the condition of healthcare facilities and assist local health workers.

Natural disasters like hurricanes pose immediate dangers, including injuries and fatalities, but they also lead to long-term health concerns. Disruptions to essential health services can adversely affect vulnerable populations, particularly older adults who rely on electricity-dependent medical equipment.

To address emotional distress caused by the hurricane, the HHS Substance Abuse and Mental Health Services Administration has activated a toll-free Disaster Distress Helpline, offering crisis counseling in over 100 languages.

The PHE will remain in effect for the duration of the emergency or up to 90 days, with the possibility of extension as needed.
