EU Implements 15th Sanctions Package Targeting Russia's Military and Support Networks

On December 16, 2024, the European Union Council approved its 15th package of economic and individual sanctions against Russia in response to its ongoing conflict with Ukraine. The measures aim to weaken Russia's military-industrial complex and address issues related to the circumvention of existing sanctions.

Kaja Kallas, the EU's High Representative for Foreign Affairs and Security Policy, stated that the sanctions reflect the unity of EU member states in their continued support for Ukraine. The new sanctions specifically target 54 individuals and 30 organizations deemed responsible for actions undermining Ukraine's territorial integrity and sovereignty.

Among the individuals sanctioned are members of the Russian military responsible for the attack on the children's hospital 'Okhmatdyt' in Kyiv, top executives in the energy sector, and officials involved in the deportation of Ukrainian children. Additionally, sanctions have been imposed on North Korean officials and entities.

The sanctions also extend to Russian defense companies and shipping firms involved in transporting crude oil and petroleum products, which generate significant revenue for the Russian government. Notably, a chemical plant and a civilian airline that provides logistical support to Russian military operations have been included in the sanctions list.

For the first time, comprehensive sanctions have been enacted against various Chinese entities supplying components for drones and microelectronics that aid Russia's military efforts. The EU has also added 52 vessels to its sanctions list, targeting those involved in circumventing oil price caps and transporting military equipment.

The measures reflect a broader strategy to curb the activities of Russia's shadow fleet and ensure that those supporting the military-industrial complex face stricter export restrictions.
