Global Political Developments on October 23, 2024: South Africa and EU's Engagement in the Balkans

On October 23, 2024, South African officials confirmed their commitment to collaborate with the Russian Federation to enhance economic growth. The newly formed Government of National Unity, established after the May elections, aims to stabilize the country politically while fostering partnerships.

During the same day, Indian Prime Minister Narendra Modi visited Russia, expressing India's desire for peace in Ukraine. He acknowledged the strong friendship between India and Russia and commended the evolving role of BRICS as a significant financial and political entity.

In the European Union, Commission President Ursula von der Leyen commenced a three-day visit to the Western Balkans. Her agenda includes discussions with leaders from Albania, North Macedonia, Bosnia and Herzegovina, Serbia, Kosovo, and Montenegro regarding the EU accession process and financial support for the region. This visit comes ahead of the annual reports on the progress of candidate countries.

The EU's so-called Growth Plan, a €6 billion package for the period from 2024 to 2027, aims to facilitate the integration of the Western Balkan countries into the EU and its single market. This plan includes €4 billion in loans and €2 billion in grants, contingent upon the countries presenting reform agendas that align with EU recommendations.

Analysts emphasize the strategic importance of integrating the Western Balkans into the EU, particularly in light of the geopolitical shifts following Russia's invasion of Ukraine. The Commission President is expected to underscore the necessity for regional leaders to demonstrate progress and engage constructively with EU expectations during her visit.
