Ukraine has completed its internal procedures necessary to start negotiations on its accession to the EU, as announced on May 14, 2025, by Deputy Prime Minister for European and Euro-Atlantic Integration, Olga Stefanishyna. The Ukrainian government has approved the roadmaps required to open the first negotiation cluster between Ukraine and the EU, signifying the completion of all domestic procedures for its launch. These roadmaps detail the specific steps Ukraine plans to take to align with the EU and will be submitted to the European Commission and EU member states for approval.
Despite these advancements, Hungary has not yet lifted its veto on the formal opening of Ukraine's EU accession talks. The EU is reportedly preparing a 'Plan B' to address Hungary's potential obstruction. Prime Minister Denys Shmyhal stated that Ukraine's goal is to open negotiations on all six negotiating clusters this year.
