The initiative includes an initial six-month "early recovery" phase with a $3 billion investment to clear debris and establish temporary housing for 1.5 million Palestinians. Subsequent phases involve restoring partially damaged residences and constructing new homes, along with essential infrastructure like desalination plants and wastewater treatment facilities. The UN, EU, and African Union pledged support for the plan, rejecting any forced displacement of Palestinians. The plan also includes a request to the UN Security Council for the establishment of a contingent of international forces.
