On February 25, the National Agency for Secure Titles (ANATS), in collaboration with the National Commission for the Reception and Reintegration of Refugees and Repatriates (CNARR), and the United Nations Refugee Agency (UNHCR) launched an initiative to enroll refugees in Chad for the issuance of secure documents. The initial phase targets 25,000 refugees residing in Chad, enabling them to obtain official identification and access essential services such as healthcare, education, and employment. UNHCR highlights this action demonstrates Chad's commitment to refugee rights made at the 2019 Global Refugee Forum. The project is funded by the World Bank.
