Vietnam and Russia Fast-Track Nuclear Power Plant Agreements in 2025

Hanoi, May 12, 2025 - Vietnam and Russia have agreed to expedite negotiations and finalize agreements for the construction of nuclear power plants in Vietnam. This announcement follows a visit to Moscow by Vietnamese leader To Lam, with a joint statement released on Sunday emphasizing the use of advanced technology and strict adherence to nuclear and radiation safety regulations.

The initiative aims to support Vietnam's socio-economic development by increasing power generation capacity to support its fast-growing economy. The government anticipates the first nuclear power plants, with a combined capacity of up to 6.4 GW, to be operational between 2030 and 2035.

Vietnam is also in discussions with other foreign partners, including Japan, South Korea, France, and the United States, regarding nuclear power projects. Furthermore, Vietnam and Russia have agreed to enhance cooperation in the oil and gas industries, including the supply of Russian crude oil and liquefied natural gas to Vietnam. Both countries will also facilitate the expansion of their energy companies within each other's territories.

These agreements were among several signed during To Lam's visit, including an overall roadmap for peaceful nuclear energy cooperation for 2025-2030 between the Ministry of Science and Technology of Vietnam and Rosatom Group.
