Mendoza's Minister of Finance, Víctor Fayad, discussed the national government's economic measures, particularly the potential deregulation of undeclared dollar usage, and warned about its effects on provincial revenue. He noted that changes like advance payments of Income Tax (Ganancias) and VAT (IVA) will temporarily impact revenue sharing (coparticipación).
Fayad criticized the lack of prior notice regarding these changes. He stated, "The provinces schedule payments with a pre-established scheme. That schedule changes almost from one month to the next."
Regarding the deregulation of dollars, Fayad expressed caution, emphasizing the need to verify the legal origin of funds. He highlighted Mendoza's past practice of conditioning benefits in previous amnesties on taxpayers' compliance, avoiding rewarding informality. He also mentioned the elimination of SIRCREB (System of Collection and Control of Bank Credits) for compliant taxpayers in Mendoza, a system that distorted banking.
On a potential fiscal pact, the minister affirmed the province's willingness, stating that the current system is unfavorable. He criticized the asymmetries between provinces, noting that some receive up to five times more revenue sharing per capita than Mendoza. He insisted that the current situation is detrimental to the province.
