Dubai tops global rankings for creative economy fdi

Dubai has once again secured its position as a leading global hub for the creative economy. This achievement reflects the vision of Sheikh Mohammed bin Rashid Al Maktoum. The emirate's success is highlighted by its top global ranking in attracting foreign direct investment (FDI) projects in the cultural and creative industries (CCI) for 2024.

According to the Financial Times' 'fDi Markets' report, Dubai has maintained its leading position for the third consecutive year. The city surpassed major hubs like London and Singapore. In 2024, Dubai attracted 971 projects in the CCI sector, with FDI inflows reaching AED18.86 billion, creating 23,517 new jobs.

Flexible government policies have played a crucial role in boosting FDI flows. These policies strengthen Dubai's appeal to investors and entrepreneurs. Executive Council Resolution No. (11) of 2025 allows free zone establishments to expand their business outside the free zone with necessary permits.

The 'Zero Government Bureaucracy' (ZGB) program simplifies government procedures and enhances efficiency. The International Art Fairs Grant by Dubai Culture offers financial support to Dubai-based galleries participating in art fairs abroad. These initiatives contribute to Dubai's attractiveness as a global hub.

Sheikha Latifa highlighted Dubai's ability to maintain its top ranking in attracting FDI. This signals investor confidence in the city's long-term vision. Dubai's success reflects its stature on the global cultural map and its reputation as a destination where ambition meets opportunity.

Data from the Dubai FDI Monitor shows an 8% increase in CCI projects in 2024, totaling 971. Capital inflow rose nearly 60% to AED18.86 billion. The growth was driven by expansion in sub-sectors like advertising, PR, filmmaking, and software design.

The United States topped the list of countries for FDI capital inflows into Dubai's CCI with 23.2%. India followed with 13.4%, then the United Kingdom with 9.4%. India led in the number of FDI projects in the CCI with 18.8%.

Helal Saeed Almarri, Director General of Dubai's Department of Economy and Tourism, emphasized the role of the Dubai Economic Agenda D33. He stated that the creative economy has emerged as a strategic growth enabler. It enhances competitiveness and stimulates innovation.

Hala Badri, Director-General of Dubai Culture, highlighted Dubai's flexibility and promising investment environment. She noted the strength of its legal framework. Dubai continues to cement its leadership as a global hub for FDI in CCI.
