Europe's Most Affordable Holiday Destinations: A Price Comparison of Seven Popular Spots-1

When planning a summer getaway, every traveler asks the same question: where will my budget stretch the furthest? A Eurostat analysis conducted by Euronews Business compared prices across seven of Europe’s leading tourist nations, and the results proved to be quite unexpected.

Turkey is the most affordable country, but with a significant catch

Based on the overall Household Final Consumption Expenditure (HFCE) index, Turkey emerged as the cheapest destination among the seven holiday spots analyzed. A basket of goods and services that averages €100 across the EU costs just €59.60 in Turkey—a reduction of 40.4%.

However, there is a notable exception: alcohol in Turkey is more than twice as expensive as the EU average, with a price index of 210.2. This is primarily due to the high excise duties levied on alcoholic beverages.

Where are the lowest prices for accommodation and dining out?

In the "restaurants and hotels" category, Portugal takes the lead with a price index of 73.6, which is 26.4% below the EU average.

France remains the most expensive of the seven nations with a price index of 116, followed by Italy at 110.8. To put it another way, if the EU average for this category is represented by a €100 basket, that same basket would cost €116 in France and €110.80 in Italy. Turkey also falls below the 80-point mark with an index of 78.3. Croatia (89.6) is slightly more expensive than Greece (86.1) and Spain (85.4).

Ranking by affordability for restaurants and hotels:

1. 🇵🇹 Portugal — €73.60

2. 🇹🇷 Turkey — €78.30

3. 🇪🇸 Spain — €85.40

4. 🇬🇷 Greece — €86.10

5. 🇭🇷 Croatia — €89.60

6. 🇮🇹 Italy — €110.80

7. 🇫🇷 France — €116.00

Groceries: Turkey and Spain are in a league of their own

The most affordable food prices are found in Turkey (€75.60) and Spain (€94.60). France is traditionally the most expensive at €107.90.

Alcohol: Where can you afford a glass of wine?

If you are planning to sample local wines, Italy is the top choice with a price index of 81.9. Spain also offers good value at 90.1.

Greece (154) and Croatia (133.9) are the priciest destinations for those who enjoy alcoholic drinks.

Transport and additional expenses

Public transport is cheapest in Turkey (€68.30) and most expensive in France (€112.80). Portugal, Spain, and Croatia hover around the €80 mark.

Seafood shows the smallest price variation, ranging from €95.40 in Portugal to €112.70 in Greece.

Important caveats

  • The data reflects national averages; prices in major tourist hubs like Athens, Barcelona, and Istanbul may be considerably higher.
  • Local income levels are not factored in, and for tourists from countries with strong currencies, the price differences may feel less pronounced.
  • These figures are valid as of July 2026.

Conclusion

If you are looking for maximum savings, choose Portugal for the best value in dining and accommodation, or Turkey for the lowest overall prices, despite its expensive alcohol. Italy is the ideal destination for wine tourism, while Portugal and Spain are perfect for a beach holiday featuring fresh seafood.
