If there is no karma — how is new experience formed?

Most likely, by the word "karma" you mean the human idea of punishment for "bad deeds" and reward for "good" ones. In this context, karma does not exist for people either.
In the context of the Law of Attraction — "what you give is what you receive" — it works throughout the Universe. All physical laws work this way.
Strictly speaking, this is not a "law" but the structure of the frequency (vibrational) world, which forms the physical world.
Accordingly, non-physical beings also exist within this structure. But they do not observe events in time; they observe the "propagation of waves" literally. That is, you choose a focus of attention and see how it goes as a wave throughout the entire Universe and is reflected back to you in the form of some phenomenon. The higher the dimension (the closer to the Source of the formation of the "first wave"), the more distinctly the consequences of one's change in frequency — the choice of focus of attention — are discernible.
And only at the level of 3D reality do beings not directly observe their reflection, because they are covered by the "veil" of illusions. This illusion, by the way, also gives rise to the logic of karma as something condemning or rewarding. Which, of course, has no underlying basis.
