Syria Declares End of Current Constitution Amid Military Operations Conference in Damascus

On January 30, 2025, a conference named 'Victory Conference' was held in Damascus, involving armed groups participating in military operations against the Assad regime. Following the conference, a statement was issued announcing the abolition of the 2012 constitution.

Colonel Hasan Abdulghani, spokesperson for the Military Operations Administration, indicated that the transitional president, Ahmed Shara, would represent the country on international platforms. He also declared December 8 as Syria's national holiday, marking President Bashar al-Assad's escape to Moscow.

Abdulghani stated that the army, security forces, and parliament linked to the Assad regime have been dissolved, and armed groups fighting against the regime will also be dissolved under the state umbrella.

A Transitional Legislative Council will assume the duties of the parliament until a new constitution is established. During the conference, Shara emphasized that the primary objective in Syria is to fill the governmental void in a 'legitimate and legal' manner.

Shara noted that social peace will be maintained through justice during the transitional period, and actions of revenge will be prevented. He also mentioned the reconstruction of state institutions, particularly the army and security forces, and the development of economic infrastructure.

He outlined plans for forming an inclusive government and convening a national conference to unite various segments of the country, with elections expected to take place within four years.

Shara, who attended the meeting in military uniform, remarked, 'The mission of the victors is heavy, and their responsibilities are immense. If the victorious become arrogant after their victory and forget God's approval, it may lead them to tyranny.'
