OpenAI Proposes U.S. AI Strategy to Boost Sector and Infrastructure

OpenAI has drafted a policy paper outlining strategies to enhance the U.S. artificial intelligence sector, as reported today.

Chris Lehane, OpenAI's vice president of global affairs, is set to present the document in Washington, D.C. The paper includes five main policy suggestions aimed at fostering AI development.

The first proposal advocates for the creation of AI-focused economic zones by state governments and federal agencies to expedite the construction of AI infrastructure, including data centers and energy facilities.

OpenAI emphasizes the need for renewable energy sources, recommending that officials prioritize the development of wind and solar farms, alongside utilizing unutilized nuclear reactors. The company suggests leveraging the U.S. Navy's nuclear power expertise for these initiatives.

Additionally, the policy paper proposes that states offering subsidies for infrastructure projects should ensure a portion of new computing resources is allocated to public universities for AI research and development.

OpenAI also introduces the National Transmission Highway Act, aimed at simplifying the planning and permitting processes for energy transmission infrastructure. This act would facilitate private investment in energy projects.

Moreover, the company calls for the establishment of a North American Compact for Artificial Intelligence to create an AI-focused economic bloc to compete with China. OpenAI also highlights the importance of training a workforce for AI-related jobs.

According to OpenAI, these initiatives could generate tens of thousands of jobs, stimulate GDP growth, modernize the electrical grid, and drive the construction of new semiconductor manufacturing facilities.
