World leaders, including US Vice President J.D. Vance and Chinese Vice Premier Zhang Guoqing, convened in Paris on Monday for a summit aimed at establishing ethical guidelines for artificial intelligence (AI).

Co-hosted by France and India, the summit, which concludes on Tuesday, seeks to forge a pact promoting ethical, accessible, and frugal AI.

France, along with allies like Germany, is also aiming to ensure Europe remains competitive in AI investment and innovation.

French President Emmanuel Macron announced €109 billion (US$112.62 billion) in AI investments for France over the coming years, mirroring a similar US commitment of $500 billion.

Notable attendees from the tech world include Sam Altman, CEO of OpenAI, creator of ChatGPT, and Google CEO Sundar Pichai.

The summit coincides with a growing global race to develop and regulate AI, with nations and tech giants alike navigating the rapid advancements of the technology.

A Chinese startup, DeepSeek, recently unveiled an AI model requiring a mere $5 million in initial investment, demonstrating the evolving landscape of AI development.

The summit also witnessed the launch of Spinoza, an AI tool designed for journalists, developed by a consortium of over 120 French media outlets, including AFP.

European Commission President Ursula von der Leyen is expected to announce the deployment of 10 public supercomputers for researchers and startups.

A group of countries, companies, and philanthropic organizations pledged $400 million to Current AI, an initiative promoting public-interest approaches to AI development.

Current AI aims to raise $2.5 billion to provide AI developers with access to more data, open-source tools and infrastructure, and tools to measure the social and environmental impact of AI.

On Tuesday, political leaders from around 100 countries will convene for a plenary session, with the participation of Indian Prime Minister Narendra Modi, US Vice President J.D. Vance, and Chinese Vice Premier Zhang Guoqing.
