EU Considers Separate Accession Paths for Moldova and Ukraine Amidst Hungarian Opposition - April 2025

The European Union is considering separate accession processes for Moldova and Ukraine in April 2025. This approach differs from treating them as a single bloc in EU negotiations, according to EU Enlargement Commissioner Marta Kos.

Kos stated on April 28, 2025, that the war in Ukraine "cannot exclude the possibility" of separate accession tracks. She highlighted ongoing dialogues between Hungary and Ukraine, while also expressing regret over Budapest's stance on Ukraine's EU integration. Hungarian Prime Minister Viktor Orban has voiced opposition to Ukraine's EU membership, citing economic concerns and initiating a national consultation, Voks 2025, to gauge public sentiment on the matter.

Hungary's opposition is creating a roadblock for Ukraine's accession, while no member state opposes starting accession talks with Moldova. Kos indicated a potential "decoupling" of the two countries as early as June 2025, with Moldova possibly becoming an EU member before the end of her mandate in 2029. The EU aims to open the first cluster of negotiations with Moldova by June 2025, during Poland's Presidency of the EU Council.
