UN Launches Victims of Terrorism Associations Network (VoTAN) to Strengthen Global Support in 2025

On April 28, 2025, the United Nations Office of Counter-Terrorism (UNOCT) launched the Victims of Terrorism Associations Network (VoTAN). This global initiative aims to support victims and survivors of terrorism by fostering collaboration among victims' associations worldwide.

VoTAN seeks to enhance advocacy and ensure that victims' rights and needs are central to counter-terrorism efforts. Vladimir Voronkov, UN Under-Secretary-General for Counter-Terrorism, expressed solidarity with all victims and emphasized their role as powerful agents of change.

The network will provide a platform for victims' groups to share experiences, advocate for better support systems, and strengthen their participation in policymaking. The development of VoTAN received financial support from Spain, with the launch marking a crucial step in connecting and supporting victims.

The launch included the presentation of the VoTAN Charter, which outlines key principles such as solidarity, inclusiveness, and respect for human rights. The UNOCT plans to organize regional meetings and training programs under the VoTAN framework in the coming year to further support victims of terrorism.
