Ukraine And Council Of Europe Sign Agreement To Establish Special Tribunal For Russian Aggression

On June 25, 2025, Ukrainian President Volodymyr Zelenskyy and Council of Europe Secretary General Alain Berset signed an agreement in Strasbourg, France.

This agreement establishes a special tribunal to prosecute senior Russian officials for the crime of aggression against Ukraine. The tribunal aims to address the limitations of the International Criminal Court (ICC).

The tribunal is expected to become operational in 2026, with The Hague as a likely host city, operating under a bilateral agreement between Ukraine and the Council of Europe.
