The European Commission has proposed measures to ensure the availability of strategic reserves for critical resources. This includes supplies of medicines, medical countermeasures, raw materials, and infrastructure repair.
These measures are aimed at bolstering the EU's resilience against potential crises, including those related to climate change, cyberattacks, and other threats. The Commission recommends that EU member states secure these resources for up to 72 hours during emergencies.
In July 2025, information was released about the potential for cooperation between the EU and Ukraine regarding access to critical resources. These initiatives are designed to enhance the EU's preparedness for various risks.
