The proposed measures, outlined in a draft bill, would impose a 500% tariff on imports from countries purchasing Russian energy resources. Additional sanctions would prohibit US citizens from buying Russian sovereign debt. These measures are contingent on President Vladimir Putin's refusal to engage in good-faith ceasefire negotiations with Ukraine or any breach of a potential agreement.
