This announcement follows a suggestion from likely future German Chancellor Friedrich Merz for discussions on establishing a nuclear umbrella involving France and the United Kingdom. Germany does not possess nuclear weapons. European leaders are convening in Brussels for a summit to endorse increased defense spending measures and reaffirm support for Kyiv. Discussions will include EU Commission President Ursula von der Leyen's €800 billion "ReArm Europe" plan. Ukrainian President Volodymyr Zelenskyy is expected to join the leaders of the 27 EU member states.
