OpenAI and the Maltese government have forged a world-first national partnership of its kind. Every citizen and resident of Malta, including those living overseas, will be eligible for a free one-year ChatGPT Plus subscription.
To unlock the benefit, participants must complete the "AI for All" (AI Għal Kulħadd) free online AI literacy course developed by the University of Malta.
The course structure is as follows:
- It is a short, self-paced program for beginners that requires no technical background.
- The curriculum consists of three core modules, with additional optional units available for those who wish to learn more.
- Its goal is to explain the fundamentals of AI, responsible usage, system limitations, and data privacy.
Upon successful completion of the three primary modules, users will receive 12 months of ChatGPT Plus access. The Malta Digital Innovation Authority (MDIA) is responsible for managing the program.
Key implementation details include:
- The offer is available to all citizens and residents with a valid Maltese eID, including those living abroad.
- The first phase of the program is set to launch in May 2026, with scaling dependent on course completion rates.
- This initiative represents a significant step in the country's national strategy to enhance digital literacy.
