On January 17, 2025, in the Capital Region of New York, Governor Kathy Hochul announced a significant investment by GlobalFoundries, amounting to $575 million, to create a new center for advanced packaging and testing in Saratoga County.
The facility, known as the New York Advanced Packaging and Photonics Center, aims to enhance the company's capabilities in chip design and manufacturing, generating 102 new full-time jobs over the next five years.
GlobalFoundries, which operates the Fab 8 facility in Malta, currently produces 400,000 wafers annually and has invested over $15 billion in the site, employing 2,500 workers. According to CEO Dr. Thomas Caulfield, the new center addresses customer demands for diverse supply chains and advanced packaging solutions.
New York State will support the initiative with up to $20 million, in addition to $550 million from the Green CHIPS program. The U.S. Department of Commerce is expected to contribute up to $75 million, augmenting the company's CHIPS Act award.
Senate Minority Leader Charles Schumer emphasized the center's importance, stating that it would facilitate secure semiconductor manufacturing, packaging, and testing within the United States, thereby supporting various industries, including automotive and defense. He noted that this development is a direct result of the bipartisan CHIPS & Science Law designed to bolster the semiconductor sector in the U.S.
