Puthoff suggests these crashes might be intentional, acting as "donations" to accelerate human technological advancement. He proposes extraterrestrials distribute technology among different nations to observe who makes the most progress.
Puthoff's Background
A physicist and electrical engineer, Puthoff worked with the CIA from 1970 to the mid-1990s. He was involved in psychic espionage programs and UFO investigation missions. Puthoff led the CIA in the development of its top-secret Remote Viewing program.
Remote Viewing and UFOs
Puthoff also discussed remote viewing, recalling, "I was looking around, and I think I found a UFO base on Earth; this was during the remote viewing era". Remote viewing is the ability to describe locations without prior knowledge, and the U.S. government had a remote viewing CIA training program in the 1970s.
